CREATION OF A
NATIONAL VOLUNTARY BLOOD SERVICES UNIT (NVBSU)
Pursuant
to the implementing Rules and Regulation of the National
Blood Services Act of 1994 (R.A. 7719), a National Voluntary Blood Services
Unit is hereby created under the Office for Health Facilities, Standards and
Regulation.
The NVBSU have the following functions:
1. Integration and
coordination of all voluntary blood service program efforts such as, but not
limited to, integration of blood services facilities operation and upgrading
2. Development of
training, information, education and communication (IEC) materials, program
guidelines and standards especially on preventive services, and pre– and
post–donation counselling for blood transfusion transmissible diseases in
coordination with other health programs and units in the Department.
3. Provision of
technical assistance and training in designing and implementing a voluntary
blood donation program in private hospitals
4. Preparation of
the blood services operational plan incorporating the activities and needs of
the other Department units and services involved in the blood services program
such as, but not limited to, the Bureau of Licensure and Regulation, and
Hospital Operation and Management Service;
5. Provision of
Secretariat services to the National Voluntary Blood Services Program Committee
and as such shall:
(a)
Collate and
review all annual operational plans and proposed budgets of the different
technical sub–committees at the national and sub–national levels;
(b)
Propose
priorities for budgetary allocation
(c)
Prepare the
consolidated National Voluntary Blood Services Program Plan which shall be
submitted during the first quarter meeting of the National Program Committee
for approval;
(d)
Coordinate and
document all National Voluntary Blood Services Program Committee and sub–committee
meetings and activities
From
January 1995, the NVBSU shall be directly under the Undersecretary of the
Office for Hospital Facilities, Standards and Regulations (OHFSR) within the
scope of the STOP D.E.A.T.H.: Hospitals for Philippines 2000 Program as
delineated in D.O. No. 73–J s. 1994. The organizational structure of the Unit
shall be as illustrated in figure 1. The Assistant Program Manager shall
function as the Disbursing Officer of the Unit and shall be responsible for the
financial transaction of the Unit.
The
organizational relationship of the NVBSU to the OHFSR is shown in figure 2.
