ADMINISTRATIVE ORDER
No. 119 series 1992
CHANGES IN THE MANAGEMENT OF THE NATIONAL AIDS PREVENTION
AND CONTROL PROGRAM
In view of the need to
widen the coverage and expand the implementation of the National AIDS
Prevention and Control Program beyond traditional areas and to introduce AIDS
prevention and control as one of the routine functions of all operating units,
the following instructions are hereby issued:
1. The Secretary of
Health shall supervise the implementation of the Program from a national level;
2. The National
Advisory Committee for AIDS Control which was created by Department Order No.
226–C s. 1988 is hereby dissolved and its place, the DOH Executive Committee
shall serve in an advisory capacity to the Secretary of Health and periodically
review the progress of implementation;
3. The designated
Program Manager shall be responsible for the day–to–day management of the
Program and will undertake all functions necessary for the coordination and
proper operation of the Program. He shall be directly responsible to the
Secretary of Health.
4. The Program
Manager shall act as Chairman of the National AIDS Program Management Committee
which was created by Department Order No. 226 s. 1988 and will regularly
convene it. He shall also be authorized to create task forces as the need
arises.
5. The Program
Manager shall be assisted by the DOH–AIDS Unit which is hereby created under
this order. This unit shall have the following functions:
a. Facilitate the disbursement of funds;
b. Monitor the activities of the National AIDS Prevention
and Control Program;
c. Assist in the conduct of training and research;
d. Be responsible for documentation and maintenance of
records;
e. Prepare reports
f. Meet donor’s requirements;
g. Network with other governmental and non–governmental
organizations;
h. Serve as liaison to Congress; and
i. Assume an advocacy for AIDS–related issues.
6. AIDS Program
coordinators who will undertake the task of implementing AIDS prevention and
control activities and who will coordinate with the National AIDS Program
Manager in the performance of their duties shall be designated in all regional
health offices.
7. Funding for the
National AIDS Prevention and Control Program shall come from the Government of
the Republic of the Philippines and international donors. Management of all
resources shall be the responsibility of the National AIDS Program Manager and
the DOH–AIDS Unit.
This order amends
Department Order No. 226 s. 1988 and shall take effect immediately.
