BOARD OF MEDICAL TECHNOLOGY
Resolution No. 45 series 1974
WHEREAS, Presidential
Decree No. 498 provides that the Board shall determine the adequacy of the
technical staff of clinical laboratories and blood banks prior to their
licensure by the Department of Health in accordance with Republic Act No. 4688
and 1517 and
WHEREAS, it is necessary
to provide a guideline as to minimum requirements in determining such adequacy
BE IT RESOLVED, AS IT IS
HEREBY RESOLVED
(1)
That only medical
technologist and medical laboratory technicians duly registered in the Board of
Medical Technology shall be considered in determining the adequate proportion
of the technical staff in relation to the volume and kind of laboratory tests
being performed, the number of hours of operation, the kind of laboratory
(private or government, part of hospital and clinic with in–patient or not),
number and kind of equipment used, and other related matters.
(2)
That as general
rule any private clinical laboratory not attached to a hospital or clinic with
in–patients should have at least one registered medical technologist, provided:
(a) It is performing not more than 800 examinations a
month, and
(b) It operated only for not more than 8 hours a day
Provided
further:
(a) That for each additional volume of 800 examinations or
fraction thereof, an additional technical staff shall be required
(b) That if said laboratory is open 24 hours a day, at
least three technical staff shall be required.
(3)
That for clinical
laboratories attached to or forming part of a hospital or in–patient clinic,
whether private or government, the same shall be presumed to be open 24 hours a
day and a minimum of three technical staff shall be required provided
(a) That the volume of work per month shall not exceed
2,400 laboratory tests, and
(b) That an additional technical personnel shall be
required for each additional volume of 800 tests or fraction thereof.
(4)
That the
proportion of certified medical laboratory technicians to registered medical
technologists shall not be more than two laboratory technicians to every
medical technologist.
(5)
That the minimum
requirement of 800 examinations or tests per technical personnel may be reduced
and the proportion of not more than two laboratory technician to one medical
technologists be increased at the discretion of the Board depending upon:
(a) Academic background, experience in medical technology
work, and membership in the accredited medical technology association of the
personnel;
(b) Number and type of automated equipment being used in
the laboratory particularly in Hematology and Clinical Chemistry; and
(c) The proportion of a simple or routinary tests, the
more specialized or complex procedures.
(6)
That when a
clinical laboratory has at least three medical technologists or at least six
technical personnel are employed, one of the medical technologists should be
designated as chief medical technologists to exercise direct technical
supervision over the technical staff.
(7)
That for blood
banks open 8 hours a day performing donor screening, typing and cross–matching,
one registered medical technologist shall be required,
(a) That not more than 200 donors are being screened per
month;
(b) That nor more than 400 typing and cross matching
procedures are being performed per month;
(c) That the screening of donors shall be understood and
include at least determinations of hemoglobin and hematocrit, serologic tests
for syphilis, and blood smear for malarial parasites and
(d) That the cross–matching procedure shall be understood
to include the three phases, namely: saline phase, high protein phase and
Coomb’s test.
Provided
further:
(a) That for each additional 200 donors or 400 typing and
cross–matching procedures or fractions thereof, another registered medical
technologists shall be required, and
(b) That for each outlet at least a certified laboratory
technician shall be assigned and outlet being understood as an extension of a
blood bank for the purpose only of storing and dispensing blood.
(8)
That in
Histopathologic Technique and Cyto technology, only certified laboratory technicians
or registered technologists shall be allowed to work, provided that in
cytotechnology, where the work includes screening of slides and classification
of smears, only registered medical technologists shall be allowed to assist the
pathologist.
(9)
That the
personnel requirement set forth herein presumes that the medical technologists
or laboratory technicians are of full–time employment.
