DESIGNATION OF
LEAD BLOOD SERVICE FACILITIES
Cognizant of the thrust of
the Department of Health in Universal Health Care, the National Voluntary Blood
Services Program (NVBSP) has set new policy direction to achieve its goal of a
nationally coordinated and efficient blood service network founded on voluntary
blood donation that will endure safe, adequate, timely, accessible and
equitable supply, and rational use of blood. Thus, the NVBSP Management
Committee has agreed to strengthen the Blood Services Network and therefore
approved the following modifications:
1. Hospital Blood
Bank authorized to collect; test and process blood may be designated as Lead
Blood Service Facility in a region or zone. The Lead Blood Service Facility
shall supply blood to other hospitals.
2. The Blood
Services Network may include Lead Blood Service Facility, Philippine Red Cross
and Local Government Unit (LGU) Blood Center, other hospital based and non–
hospital based BSFs regardless of ownership, and other hospitals and dialysis
clinics.
3. Responsibilities
for collection, testing and processing blood will be shared by the Lead Blood
Service Facility with such other Blood Service Facilities in the defined area.
The specific responsibilities shall be clarified at network meetings.
Lead Blood Service
Facilities were designated using the following criteria:
1. It may be
Hospital–based or Non–hospital based.
2. Large scale
producer of blood and blood products and highly capable to take the lead in the
region/zone.
3. Another Lead
Blood Service Facility was designated:
a. When there are hospitals beyond four (4) hours travel
from the Lead Blood Service Facility
b. For large island provinces
c. For armed–conflict affected areas
Furthermore, designated
Lead Blood Service Facilities will have the following functions:
I. Internal
1. Advocacy, Donor recruitment, Retention and care
2. Donor screening and counseling
3. Collection: In–house and mobile blood collection (LGU,
offices, schools, churches, etc.)
4. Testing and processing units of Blood
a. Administrative and Technical Procedures
b. Quality Assurance of Blood and Blood Products
5. Distribution of Blood and Blood Products to Hospitals
and other Health Facilities
a. Administrative Procedures for Distribution, Issuance
and Transport
b. Administrative Procedure for rejection and return of
blood products
c. Cold chain management/transport service
d. Training of HBB/Lab Staff on Blood Stock Inventory
e. Medical Specialist to liaise with HBB/Lab
(Pathologist)
f. All hospitals and
end user obtain blood needed and ensure no wastage
6. Quality Assurance Program
7. Monitoring rational and efficient use of Blood
Products
a. Medical Specialist to liaise with HBB and HBT Comm.
(preferably Hematologist or Pathologist)
b. Medical Specialist to participate in Regional/Zonal
BSN meetings
c. Training of hospital Medical staff in the Rational use
of Blood through HBTC
d. Monitoring of utilization of Blood Products through
HBTC Reports
8. Financial Management – Management of Income and
Expense for Operation by Lead BSF
a. Collection of Blood Processing fees
b. Procurement of reagents for testing and equipment for
processing and storage
c. Utilization Report of Trust Fund
d. Preparation of procedure for monthly collection from
Blood Service Facilities
e. Preparation of monthly billing statement
f. Record keeping of
financial transactions
g. Preparation of Monthly and Annual financial report
h. Review of Financial Performance
9. Submission of Reports to CHD and NVBSP.

a. Public Education
campaign through Local Blood Council
b. Coordinate with
Local Government Unit (LGU) and Local Health Services (LHS) – Blood Program
Coordinators
c. Participate in
Zonal Blood Services Network meetings

Interviewers and Phlebotomists (MBD teams)
