MODEL EMBEDMENT OF TVET COMPETENCIES / QUALIFICATIONS IN THE LADDERIZED
BACHELOR OF SCIENCE IN MEDICAL TECHNOLOGY / BACHELOR OF SCIENCE IN MEDICAL
LABORATORY SCIENCE PROGRAM
In
accordance with pertinent provisions of Republic Act No. 7722, otherwise known
as the “Higher Education Act of 1994,” Executive Order 358 – 2004
“Institutionalizing a Ladderized Interface between Technical Vocational
Education Training (TVET) and Higher Education (HE),” and by virtue of CEB
Resolution No. 309 – 2012, the model embedment of Technical and Vocational
Education and Training (TVET) Competencies / Qualifications contained in
appropriate TVET Training Regulations (TRs) in the Bachelor of Science in
Medical Technology / Bachelor of Science in Medical Laboratory Science Program
is hereby adopted and promulgated by the Commission.
ARTICLE I
AUTHORITY TO OPERATE
Section 1
Authority to Operate
All
Private Higher Education Institutions (PHEIs) with Bachelor of Science in
Medical Technology (BSMedTech) / Bachelor of Science in Medical Laboratory
Science (BSMLS) granted recognition / authority by the Commission on Higher
Education (CHED) and approved by the respective Governing Boards in the case of
chartered State Universities and Colleges (SUCs), and Local Colleges and
Universities (LCUs) intending to offer Ladderized BSMedTech / BSMLS shall
submit to CHED the necessary documents required by CMO No. 43 series of 2008,
Implementing Guidelines to Executive Order No. 694 entitled “Enabling Higher
Education Institutions to Opt to Ladderize their Education Programs without
need for issuance of permit from the Commission on Higher Education and the
Technical Education and Skills Development Authority.”
ARTICLE II
CURRICULUM
Section 2
Curriculum Description
The
model embedment of BSMedTech / BSMLS curriculum shall be adopted as the minimum
requirement and shall be built as prescribed in “CMO No. 14 series of 2006 –
Policies, Standards and Guidelines for Medical Technology Education (BSMedTech)
/ Bachelor of Science in Medical Laboratory Science (BSMLS)” for the completion
of the ladderized BSMedTech / BSMLS program. The TESDA Training Regulations
embedded in this curriculum include but are not limited to the following:

Curriculum outline
The
curriculum outline is divided into six (6) components namely: General Education
Courses, Core Courses, Professional Courses, Research, Seminar and Internship

Enrichment of the Model
Curriculum
The
institution may enrich the sample/model curriculum herein attached as ANNEX 1
depending on the needs of the industry, provided that all prescribed courses
required in the curriculum outline are offered and pre–requisite and
co–requisite are complied with.
ARTICLE III
GENERAL REQUIREMENTS
Section 5
The
general requirements for the Bachelor of Science of Medical Technology /
Bachelor of Science in Medical Laboratory Science Program are contained in CMO
14, s. 2006.
Section 6
Faculty Qualification
HEIs
which intend to offer the Ladderized BSMedTech / BSMLS program should satisfy
the requirements as prescribed in the afore–stated CMO and TESDA Training Standards
on faculty/trainer qualification as prescribed in CMO No. 43, s. 2008.
ARTICLE IV
RECOGNITION OF TESDA NATIONAL CERTIFICATES

HEIs
may accept a holder with valid relevant TESDA National Certificates who wish to
pursue BSMedTech / BSMLS program. Such certificates may be given credit units
upon verification by the concerned HEIs. Further, the Transcript of Records
shall reflect the grade of “Passed” and TESDA NC level.
ARTCLE V
MONITORING AND EVALUATION
Section 8
The
CHED will initially conduct an evaluation of the HEIs that will offer the
Ladderized BSMedTech/BSMLS program prior to implementation.
The
CHED and TESDA representatives shall jointly monitor and evaluate or do
compliance audit to ensure compliance with the minimum requirements. Compliance
audit shall be done at least once every two years.
ARTICLE VI
SANCTIONS
Section 9
For
violations of this Order, the Commission may impose such administrative
sanction as it may deem appropriate pursuant to the pertinent provisions of
Republic Act No. 7722, in relation to Section 69 of Batas Pambansa 232, and
Section 143 of the Manual of Regulations for Philippine Higher Education
(MORPHE), and other related laws.
ARTICLE VII
SEPARABILITY AND REPEALING CLAUSE
Section 10
This
CMO shall take effect starting 1st Semester of SY 2012 – 2013, after
publication as required by law.
