GUIDELINES FOR
THE OPTIONAL LICENSURE OF PRIMARY HOSPITAL–BASED CLINICAL LABORATORIES
In view of the inadequate number of qualified Pathologists and/or
physician–in–charge with appropriate training in Laboratory Medicine to Head
primary hospital laboratories in Regions and to legitimize the existence and
operations of primary hospital laboratories thereat without compromising the
assurance of sustained delivery of adequate and quality laboratory services, it
shall be optional for primary hospitals performing simple laboratory
examinations such as CBC, Routine Urinalysis and Routine Fecalysis to secure
laboratory licenses to operate provided that:
1. The Head of the laboratory is a licensed
physician.
2. Laboratory procedures are performed by a
registered medical technologist.
3. Laboratory examinations are done only for the
benefit of their own patients and in aid of diagnosis for which no official
laboratory results are issued.
4. There shall be no fee to be charged for the
examinations especially for Medicare purposes.
5. The laboratory shall be subject to BRL External
Quality Assurance Program.
This Circular takes effect upon approval and supersedes any
other issuances inconsistent hereof.
